Romania believes that Chinese refrigeration equipment threatens its market and environment

Ion Maracine, the general manager of Romanian refrigeration equipment manufacturer Midal, highlighted that the Romanian refrigeration market is currently facing significant challenges due to the use of non-ecological refrigerants that are restricted by international environmental agreements. These harmful substances, such as chlorofluorocarbons (CFCs), have been banned under the Montreal and Kyoto Protocols, but their continued presence in the market remains a concern. The influx of low-cost refrigeration units and air conditioners from China has further complicated the situation. With limited purchasing power among many Romanian consumers, these affordable products have flooded the market, making it difficult for local manufacturers to compete. This trend not only undermines domestic production but also raises environmental concerns, as many of these Chinese-made units still rely on ozone-depleting substances. Romania, as a signatory to the Montreal Protocol, introduced legislation in 2003 to ban the import of equipment using such refrigerants. However, enforcement has been weak, allowing these products to continue entering the country. The lack of strict border controls and effective monitoring has made it hard to curb the illegal flow of non-compliant equipment. In addition to this, the Romanian refrigeration sector faces other obstacles, including a complex licensing system for companies operating in the field, mandatory professional certifications for workers, and inconsistencies with EU regulations. High tariffs and the growing presence of second-hand equipment further strain the market. Despite these challenges, the outlook for the refrigeration and air-conditioning industry in Romania remains positive. In 2005, the total market size exceeded 150 million euros, and experts predict substantial growth over the next decade. This expansion is expected to be driven by increasing demand, particularly from the retail and food sectors, which are experiencing rapid development. As the market evolves, there is a growing need for stricter enforcement of environmental regulations, better alignment with EU standards, and support for local manufacturers to ensure sustainable growth and long-term competitiveness.
