Chen Deming, the governor of Shaanxi Province, highlighted during the opening ceremony of the Fourth Session of the Tenth People's Congress that expanding the energy and chemical industry should be a key focus for Shaanxi's future economic growth. Over the past decade, the province has seen significant development, with GDP growing at an average annual rate of 11.5% during the Tenth Five-Year Plan period. Industrial enterprises above designated size contributed 126.7 billion yuan in added value, while the output of energy, chemicals, equipment manufacturing, and high-tech industries increased by 31.2%, 20.2%, and 11.3% respectively.
The rapid growth of six major industries and the accelerated progress of four key industrial bases laid a strong foundation for the "Eleventh Five-Year Plan." Under this plan, Shaanxi aims to further strengthen its energy and chemical sector. Several major projects are planned, including the Yung Shue Wan and Dafosi Coal Mines, the 2-million-ton catalytic cracking unit, the Suihua Double A Project, and the Xihe Hydropower Station. Additionally, the Caritas Coal Mine will be developed in phases, along with coal-electricity integration projects in Fugu Qingshuichuan-Fengjiata and Shenmu-Jinjie. Other initiatives include the construction of a 600,000-ton methanol plant in Yankuang, a 150,000-ton polyvinyl chloride facility in Tianqiao Huanhai, and a 150,000-ton acetic acid project in Yulin. The province is also advancing power transmission infrastructure, including 330 kV and 110 kV projects, as well as the second phase of the Shenmu-Jinjie, Tongchuan Power Plant, and Hancheng II Power Plant projects.
In addition to energy and chemicals, the governor emphasized the importance of developing advanced manufacturing, particularly in equipment production. He called for a stronger brand strategy, moving from scale-driven management to brand-led growth. Priority will be given to the development of EHV power transmission equipment, integrated circuits, CNC machines, electrolytic aluminum, and fine chemicals. The province will support R&D in major industrial projects and enhance the role of high-tech industries in driving industrialization. New sectors such as information technology, biotechnology, new materials, and renewable energy will also be promoted. In fields like bioengineering, refrigeration, and environmental protection, the government plans to cultivate 3 to 5 large-scale projects with high industrial impact and incubate 100 technological innovations. Special attention will be given to emerging materials like carbon-carbon composites and color liquid crystals to drive long-term economic growth.
