Dagang Petrochemical Creates Energy-saving and Water-saving Enterprise Survey

At the start of this year, a reporter learned from Dagang Petrochemical Company that in January, the company’s comprehensive energy consumption reached 76.44 kilograms of standard oil per ton, marking a year-on-year decrease of 3.93 units. This improvement translated into an increase of 1,838 tons of standard coal saved. Additionally, fresh water consumption dropped to 0.67 tons of water per ton of processed crude oil, down by 0.07 units compared to the previous year. Over the past four years, since PetroChina launched its initiative to build energy-efficient and water-saving enterprises, Dagang Petrochemical has seized this opportunity to enhance its foundational management, focus on energy and water conservation, accelerate the transformation of its economic model, and boost competitiveness and profitability. The company has been recognized as a Tianjin circular economy demonstration unit, an environmentally friendly enterprise, and one of China's top energy-saving and water-saving advanced units. In 2007, it was ranked among the top 50 green energy companies in China. Energy and water conservation is a long-term and systematic task for refineries, requiring solid institutional support and long-term planning. To achieve this, Dagang Petrochemical established a leadership group for energy conservation and emission reduction, improved its three-tier energy and water management network (company leadership, functional departments, and workshops), and formulated the "Eleventh Five-Year" energy and water saving plan. This plan clearly defines responsibilities and links performance assessments with the quality and effectiveness of work, ensuring the effective implementation of the responsibility system. To ensure proper implementation, the company strictly enforced its Energy-Saving and Water-Saving Management System, increasing rewards and penalties. At the beginning of each year, targets from Sinopec were broken down into production units, and regular inspections were conducted. Completion of these targets was tied to monthly awards and annual performance evaluations, significantly motivating grassroots units. For example, technicians at the first joint workshop optimized the use of idle oil seal coolers, recovering secondary steam and condensate, saving approximately 200,000 yuan annually. The company also set annual energy consumption quotas, covering over 95% of the company’s total energy usage. The Quality Inspection and Measurement Department regularly measured and calculated energy and water use. Each team performed daily accounting and statistics on energy consumption, including water, electricity, gas, and steam. Based on actual conditions, equipment operations were optimized to improve efficiency. The third joint workshop optimized the catalytic converter by increasing anti-reaction system pressure, reducing catalyst consumption to 1.14 kg/ton, a decrease of 0.06 units year-on-year. By focusing on refining costs and strengthening cost analysis, the company reduced processing fees by 6.12 yuan per ton and saved over 23 million yuan annually. In addition to managing energy and water consumption, the company focused on optimizing systems and resource utilization, leveraging technological advancements to continuously improve its energy and water-saving efforts. It introduced a postdoctoral research project, invested over 10 million yuan, and commissioned a wastewater treatment and reuse facility with a capacity of 300 tons per hour, achieving full industrial wastewater recycling. To date, nearly 7 million tons of treated sewage have been reused, generating over 22 million yuan in value. Building on this, the company completed preliminary research and implemented a 300-ton-per-hour advanced water reuse desalination system using ultrafiltration and reverse osmosis in October 2006. This increased the wastewater reuse rate from 50% to 70%, reducing fresh water consumption by 0.11 units year-on-year. Last year, the company also collected 42,000 tons of rainwater using its environmental emergency pool, creating an additional 168,000 yuan in value. To further boost energy efficiency, the company plans to implement projects involving catalytic, coking, and low-temperature thermal utilization of MTBE devices. These are expected to reduce energy consumption by more than 1 unit and save 5,000 tons of standard coal annually. Additionally, the optimization project for the atmospheric and vacuum heat exchanger network has completed feasibility studies and is scheduled for implementation in March this year, expected to cut energy use by 0.2 units and save 1,000 tons of standard coal yearly.
