Gao Qiang pointed out that drugs are special commodities and have the characteristics of public products. They cannot rely solely on market mechanisms to control them. They should insist on the government as the leading factor and use laws, economics, administration, and information to regulate management. Establish a national basic medicine system, which involves the establishment of a basic medicine list, production and supply, procurement and distribution, rational use, price management, payment and reimbursement, quality and safety, and focuses on achieving safe, effective, fair and inexpensive basic medicine supply. Seven basic policy frameworks have been established:

- Establish a standardized and scientific selection and adjustment mechanism for basic drug catalogs. This is the first step in establishing a national essential medicine system. In accordance with the principles of safe and effective, appropriate price, ease of use, equal emphasis on Chinese and Western medicine, reasonably determine the types and quantities of essential drugs in China, including clinical basic drugs, vaccines, blood products, etc., and establish a dynamic management mechanism to continuously optimize the variety and structure of essential drugs.

——Establish a basic drug production supply guarantee mechanism. This is the core of establishing a national essential medicine system. The government organizes the tendering of fixed-point production, centralized procurement, and direct distribution of essential medicines to reduce intermediate links, reasonably establish profit levels for production and circulation, and support the use of special medicines and emergency medicines that are used in small quantities; and improve the drug reserve system.

- Establish a system for the use of essential drugs in medical and health institutions. Basic medical and health institutions such as urban community health service institutions, township health centers and village clinics should all use basic medicines, and all other types of medical institutions should clearly use the proportion of essential medicines.

——Improve the basic drug price formation mechanism. We will try to implement a price system for the labeling of basic drugs, carry out price monitoring, establish a reasonable mechanism for the formation of basic drug prices and delivery rates, and adjust unreasonable prices.

- Improve the payment and reimbursement mechanism for essential drugs. The basic medicines used in public health services and emergency assistance are mainly paid by the government. The basic medicines used in basic medical services are reasonably shared by the government, society and residents. The basic medicines are all included in the basic medical insurance system drug reimbursement catalog, and the proportion of reimbursement should be Higher than non-essential drugs.

——Strengthen the safety and quality supervision of essential medicines. We will improve the quality supervision and evaluation system for basic drug manufacturers, strengthen the use of essential drugs and monitoring of adverse drug reactions, and establish an early warning mechanism and emergency handling mechanism for drug safety.

- Establish basic drug monitoring information system and performance evaluation system. Establish an information monitoring network management system covering the entire process of production, circulation, use and payment reimbursement of essential drugs.

Gao Qiang said that the national essential drug system is the core of the national drug policy. The establishment of a basic drug system will not only help optimize the rational allocation of medical resources, but also help overcome the waste and shortage of medical resources. The establishment of a basic drug system must be synchronized with the deepening of the reform of the medical and health system.
