Jiangsu's chemical industry will adopt a higher discharge standard
The Jiangsu Provincial Bureau of Quality and Technical Supervision recently convened a review meeting for the "Jiangsu Provincial Chemical Industry Major Water Pollutant Emission Standards" and officially approved the updated local emission regulations for the chemical industry in the province. These new standards focus on three key pollutants—chemical oxygen demand (COD), ammonia nitrogen, and total phosphorus—and establish maximum allowable emission concentrations for 25 types of water pollutants. According to projections, once implemented, these standards are expected to reduce the total discharge of COD, ammonia nitrogen, and total phosphorus from major chemical sources by 25%, 24%, and 15% respectively compared to 2005 levels by 2010.
Huang Youyu, director of the Pollution Control Department at the Jiangsu Provincial Environmental Protection Department, emphasized that the chemical industry contributes significantly to the province's economy, with its total output ranking second nationally. Currently, over 30,000 chemical companies operate across various sectors in Jiangsu, producing more than 20 major categories and over 30,000 different chemical products. Data shows that the chemical industry accounts for 30% of the province’s total industrial wastewater discharge. Key pollutants such as COD, ammonia nitrogen, volatile phenols, and petroleum represent 25%, 50%, 62%, and 33% of the total industrial emissions respectively, making it the leading source of pollution and earning it the title of "the largest polluter in the province."
Among the top 20 enterprises discharging industrial wastewater in Jiangsu, 15 belong to the chemical industry. The newly issued "Jiangsu Provincial Chemical Industry Major Water Pollutant Emission Standards" were developed based on the current environmental conditions in the province. They aim to raise the "barrier" for the discharge of seven key chemical companies, encouraging them to meet higher emission standards. This move is intended to push enterprises toward achieving first-class emission levels.
Additionally, the standards apply stricter requirements to small and medium-sized chemical companies, promoting industrial structure optimization. Based on the principle of centralized wastewater control, the new regulations clearly define discharge limits in industrial concentration zones and encourage chemical companies to channel their wastewater into centralized treatment plants. As a result, the implementation of these standards is expected to drive significant structural adjustments within Jiangsu’s chemical industry, leading to the merger or elimination of high-energy-consuming, heavily polluting companies that fail to meet the new emission targets.
