The State Council must complete the treatment of industrial pollution sources through the “Eleventh Five-Year Plan” of the Songhua River Water Pollution Prevention Plan

Premier Wen Jiabao of the State Council presided over the State Council Executive Meeting on March 29 to review and in principle pass the “Planning of Water Pollution Prevention in the Songhua River Basin (2006-2010)”. According to the plan, the state will focus on arranging a number of industrial pollution source control projects.

The meeting pointed out that to do a good job in the prevention and control of water pollution in the Songhua River Basin is of great significance for rejuvenating the old industrial bases in Northeast China, promoting coordinated economic and social development, and improving people’s lives. According to the planning arrangements, the state must adhere to the control of pollution and eliminate hidden dangers. Focus on arranging a number of industrial pollution sources and urban sewage treatment projects. Second, we must persist in taking all factors into account and highlighting key points. Priority should be given to the protection and protection of centralized drinking water sources in large and medium-sized cities to ensure the safety of drinking water and the water quality of Sino-Russian boundary rivers. Third, we must adhere to comprehensive management, prevention and control. It is necessary to speed up the treatment of existing pollution, but also to strictly control the new pollution; it is necessary to pay attention to reducing the total amount of emissions of engineering measures, but also to strengthen environmental supervision to consolidate the results of pollution control. Fourth, we must adhere to local support and state support. Local governments are responsible for the governance of water pollution, and the state will provide support for funding and policies.

The meeting determined that by 2010 the key industrial pollution sources will be treated, the key pollution hazards will be effectively controlled and monitored, the total discharge of major pollutants will be effectively controlled, and the water quality of large and medium-sized cities with serious pollution will be improved. Pollution warning and emergency response capabilities have been significantly enhanced.

It is understood that since the 10th Five-Year Plan period, the state and local governments have successively invested in the Songhua River Basin to build a large number of large and medium-sized petrochemical enterprises. Due to the lack of long-term investment in environmental protection, these enterprises have threatened the water quality of the Songhua River, and some have become major sources of industrial pollution. Last year, the “11.13” Songhua River pollution incident triggered by the explosion of Jilin Petrochemical Double Benz Plant prompted the central government to make up its mind to thoroughly manage the industrial pollution sources in the river basin.
