Exhaust emissions from motor vehicles are one of the major sources of air pollution in Macao. The SAR Government is working to improve the road air quality, safeguard the health of residents and cope with the Macao Environmental Protection Plan (2010-2020) and the Macao Land Transport Policy (2010-2020). The Environmental Protection Agency is also actively studying and formulating relevant policies and measures to improve the problem of tail gas pollution in motor vehicles. Considering that the aging of the vehicle parts will cause the vehicle exhaust emissions to deteriorate as the mileage of the vehicle increases, it is very important for the vehicle emission regulation. According to the current Regulations on the Inspection and Determination of Various Specifications for Motor Vehicles, black smoke emission standards are only set for diesel vehicles, and the exhaust emission standards for the remaining vehicles are still blank. At present, there are more than 200,000 vehicles in use in Macau. Therefore, it is necessary to control the exhaust emissions of motor vehicles in Macao more systematically. It is recommended to improve the existing inspection system, including adjusting the inspection period of existing vehicles.
This is also in line with the promotion of the Macao Environmental Protection Plan (2010-2020) and the "Macau Road Transportation Policy (2010-2020)" and the "Pearl River Delta Reform and Development Plan (2008-2020)" optimization Emissions reduction for automotive fuels and emission standards. Previously, Macao had formulated emission standards for imported new motorcycles and new vehicles, and imported high-pollution vehicles from the source to import Macao.
The Environmental Protection Bureau, in conjunction with the Transportation Bureau, based on the research results of the previous in-use vehicle emission standards conducted in 2011, and analyzed the actual situation in Macao, the experience of the field and the previous opinions of relevant industry groups, proposed to formulate the standards and improvement of exhaust emissions in Macao. The consultation text proposes to control the exhaust emissions of vehicles and improve the existing inspection system for in-use vehicles. It is recommended that in regular inspections, motorcycles, petrol vehicles and natural gas vehicles must comply with the original inspection items, and must meet the requirements. The requirements for its exhaust emission standards also recommend tightening the current diesel vehicle smoke emission limits. On the other hand, it is also proposed to appropriately shorten the vehicle inspection period of motor vehicles. The measures are aimed at screening out a certain number of highly polluting vehicles and enhancing the owners' awareness of vehicle maintenance and maintenance to reduce the pollution caused by exhaust emissions. Regarding the opinions collected during the consultation period, the community generally agrees that there is a need to formulate standards to regulate the emission of vehicle exhaust gases. The Environmental Protection Agency is working with the Transportation Bureau to analyze the relevant opinions and suggestions, and has completed supplementary research to provide a scientific basis for formulating the final proposal. To tie in with the above-mentioned emission standards for in-use vehicles, the SAR Government will also introduce a subsidy scheme for the elimination of highly polluting vehicles to encourage owners to phase out highly polluting vehicles as soon as possible.
