On September 7, the General Administration of Customs, the Ministry of Industry and Information Technology, the Ministry of Commerce, and the General Administration of Quality Supervision, Inspection and Quarantine formed a joint inspection and acceptance team to check and accept the infrastructure and supervision facilities of the import port of Horgos.
Acceptance of infrastructure and regulatory facilities. The import port of Horgos Automobile has built 1,994.17 square meters of imported automobile special supervision place, and set up 362 parking spaces; the vehicle inspection site has been completed, and the car has been set up to detain the warehouse; a relatively fixed physical isolation facility has been deployed. It has set up the access port and RFID identification equipment and other bayonet facilities that meet the regulatory requirements, and is equipped with a 24-hour all-round video surveillance system. Intelligent locks and other monitoring measures; the company has established an electronic regulatory information system for imported vehicles and networked with the customs; it has built basic supervision facilities that basically meet the requirements for inspection and quarantine of imported vehicles, and the installation and commissioning of automobile inspection lines has been basically completed, with safety testing conditions. Customs and inspection and quarantine work systems for the import of complete vehicles have been specially formulated.
Acceptance group comments and suggestions. Upon on-site inspection and acceptance by the Joint Inspection and Acceptance Group, the infrastructure and supervision facilities of the import port of Horgos Automobile meet the acceptance criteria to meet the import supervision and inspection conditions of the vehicle. The Joint Inspection and Acceptance Group agreed to pass the inspection and acceptance of the infrastructure and supervision facilities of the import port of Khorgos, and made recommendations: First, further implement the national “One Belt and One Road†strategic deployment, give play to the geographical advantages of the Horgos port, and respect the market. The decisive role in resource allocation to improve the economic efficiency of automobile import ports. Second, the port supervision departments should conscientiously implement the national automobile industry policies and relevant industry management regulations in accordance with the requirements of the “effective supervision†of the State Council, and constantly improve and strictly implement various supervision work systems. The third is to further improve the construction of the infrastructure and supervision facilities of the import port of Horgos Automobile, and strengthen the supervision of the port supervision area to the special vehicle-specific places to ensure that the actual supervision is in place. The fourth is to refine the division of imported automobile inspection and supervision sites, accelerate the implementation of emission project testing capacity construction, and strive to optimize the operating environment of each regulatory information system. Fifth, after the vehicle import port is put into operation, if new problems arise, it should be reported to relevant departments in time for joint research and resolution.
